Telephone is one of the most commonly used communication tools. Meanwhile the Internet provides a huge quantity of information resources. Thus it is important to use Internet resource by telephone. Voice Browser can provide people a new and easily accessible net browser mode, it broadens the development of Internet. VoiceXML is the application of XML on Voice Browser. This paper first introduces the applied realm of the speech synthesis technology, the constitution of Text to Speech system and its implement, introduces the constitution and implement of the Automatic Speech Recognition technology, introduces the brief history, the main target, the basic elements of the voice application development language—Voice extensible Markup Language (VoiceXML), put forwards the design principle of Voice User Interface development. Then, we study and design an interactive voice-enabled web browsing system in this paper The system complies with VoiceXML standards and is built with a three-tier architecture: the front tier, the middle tire and the back tier.Users accessing the front tire can retrieve information in web pages via telephone. The proxy server in the middle tier parses the Voice web pages and performs the text-to-speech transformation. In the back tier, data from the web pages is collected and stored in the database. In the prototype system, we implement three kinds of web pages for different applications: weather forecast, speek for books, movie informations. In addition, based on Hidden Markov Model, we design a speech recognition module for recognizing the keywords. Thus, users can input the key commands with voice instead of pressing the keypads. In this study, we designed a prototype system with proxy architecture for voice-enabled web browsing. Such a system, we believe, with the integration of Internet and telephone network is very useful and worthy of further study.
