In the 3rd generation mobile communication systems, the quality of service is the key capality target. An execllent radio resource management algorithm is the most important way to achieve better QoS. The radio resource management algorithm includes the congestion control, packet scheduling, power control and etc. In this paper dynamic fair scheduling with QoS constraints in WCDMA system is studied and as another important part of the paper, the research and realization of the media gateway control protocol H.248 is also studied.In the first part of this paper, I do some research of some classical fair queue algorithm. These algorithms were mainly used in the Internet. After that, a generic framework for wireless fair scheduling was presented and a packet scheduling algorithm in the wireless network called Channel-condition Independent Fair Queuing (CIF-Q) was learned. Because of the absent consideration of power control in CDMA systems, all these algorithms above can not used in the WCDMA system. And then, I researched the packet scheduling in the WCDMA system, especially of the Credit-based code-division GPS (C-CDGPS) algorithm, and presented a modified CDGPS (MCDGPS) to differentiated the services, the simulation shows the MCDGPS have better result then C-CDGPS.In the second part of the paper, detail research of the media gateway control protocol H.248 is presented, this protocol is used in the WCDMA R4 core network. My main contribute was design and complete the module of distribute the transaction in defferent modules and I also presented a method to make the MGC and MGW synchronization after the master-slave exchange in the MGW.
