With the development of enterprise information automatization, information systems of large-scale enterprises have stepped into a new stage. More and more internal and international enterprises hope for configuring enterprise resource efficiently with the help of new information systems, and increasing the using ratio of resource, then, improving the core competition of themselves finally. Enterprise information system based on Web Services will optimize the usage of enterprise resource, and economize expenses of enterprise informatization, and bring enterprise more commerce profit.Beginning with the foundational theory of Web Services: XML, SOAP, WSDL, UDDI and Axis application structure, the supervisory information system based on Web Services is expatiated in this paper, then the structure of this system is discussed and studied deeply. Web Services based on XML is the preferred technology to develop platform and language independency application, and also the effective approach to EAI. So, the researches and implementation of a supervisoryy information system based on Web Services can bring great values.J2EE specification of SUN Microsystems corp. is a mature platform for developing Web Services, it gives a specification and guider of designing, integration, improving performance, keeping secure and reliable for multi-layer distributing applications. J2EE has the virtue of platform maturate, platform independency, portability and openness, is the optimal selection for developing Web Services applications.The system in this paper uses the Axis SOAP engineer based on J2EE, and the Struts application framework based on MVC for Web application structure, it improves the reusability and agility of this system.In the end, the research result and project experience is summarized.
