Its distinguished virtue is that it have achieved platform independent and language independent in real mean and co-operate conveniently through message delivering mechanism.XML, as a language of data describing, is very appropriate to be a way of presenting knowledge or modules and file formats. It lets data be handled by universal syntax rules. It can meet the increasing rapidly network needs, assure the reliability and cooperation when networks co-operate each other.Based on the elaborating of XML basic concept and developing state, and pointing out Web service's developing direction and perspective, the paper, as a whole, introduced XML basic content, elaborated the definition, structure, parsing and processing procedure of XML files, deeply analyzed DTD and XML schema technology, the characters and virtues, described the relation between XML and Web Service which has the powerful vantages in industry in the second section. From adeep level, in the third section, the paper analyzed Web Service hierarchy, core technologies, its related protocols and characters and advantages, especially, gave some researches and analysis on SOAP protocol and its message constitution, exchanging and communication. In the forth part, based on the analysis of JAX-RPC, which is the core technology on the J2EE platform, and technological characters and mechanism of AXIS, which is a Web service platform, the paper presented a system design on weather condition publishing.
