With the rapid development of the Internet, the development of E-Business is great and the enterprise information system is more and more complicated, so the enterprise management and business model are put forward completed new demand. Now E-Business is built on the basis of timely, accurate and comprehensive catch and release of information. So the cooperation of different enterprises has become urgent demand of the new generation of enterprise E-Business. Although traditional E-Business model can meet the demand of flow interaction among enterprises, it has the disadvantages of exposure of inner flow, too tight cooperation binding and unskillful, which have restricted the rapid development of the enterprise. So a distributed computing model is required. First, it must be independent from provider, platform and program language; second, there must be enough interaction ability, which are suitable for the application of different situation; lastly, it must be easy for programmer to carry out and put out application. So the web service emerges as the times require."Software is service", the idea has become the trend of software development. Dynamic E-Business under web service is the result of that idea. And its appearance indicates that human has entered in the new century of application developing technology and represents great development of the combine of internet technology and business, and takes huge interests to our life and economy movements, so we can enjoy perfect service without going outside.
