In the highly crowded HF band, available continuous bandwidth is very narrow, this threaten the viability of HF radar based on the continuous spectra signal system seriously. For ensure the reliability of HF radar in congested environment, the radar signal with discontinuous spectra has attracted increasing attentions. The radar based on this system can go beyond the limit of continuous silent frequency band. If there are some extent non-continuous silent frequency band in certain range, and its sum can fulfill the demand of the signal bandwidth, the radar will be work well.The radar waveform not only direct the signal processing, also affect the system resolution, measure precision, power of suppress clutter and so on. So its design and selection is very important. As for different signal modality, the focus in waveform design is different too. Pulse internal phase coding and pulse external quasi random frequency agile signal is a kind of complex signal which can avoid interference frequency band, increase system bandwidth, consequently increase the range resolution. And the code selection of good non-periodic auto correlation in pulse internal phase modulation will benefit the suppress of range side-lobe.In this thesis, the signal express format and characteristic of pulse internal phase modulation and pulse external frequency agile is introduced, and the signal design is processed based on the demand of radar system, the restriction of parameter design and various code format. Then the processing of echo signal is researched. Based on the signal characteristic of frequency agile and coding, the processing of range will be carry out in two kinds of methods. It will be affect the range processing that the frequency agile of carrier in frequency agile signal arouse the variety of Doppler frequency, so the compensate of velocity door is obligatory. And a few module of quasi random code modulation signal and a radar signal processing module which can extract the information of velocity and range are carried on. The result can be applied on radar systems. And the results between various signal dates from the experiments are compared too.
