With the ongoing advance of IT Revolution, the domestic Office Automation System (OAS) take a rapid grow. Today, knowledge economic times, the OAS is the inevitable trend on the basis of knowledge management (KM).With in-depth applications, OAS starts towards integrated, intelligent, networked and distributed direction; Meanwhile, OAS have witted a profound change in scale, structure, function and design fields. The growing asymmetric hardware, the various Operating System (OS) and communications platform make it hard to build all-purpose OAS. In fact, it is impossible to build such software systems because of the diversity of application environment and demands.Against this background, it would be a useful attempt to build OAS with the Component-Oriented Software Development, which is based on components integrate and composition. And the building of OAS by this means has been discussed in this article.First of all, the article introduces the background and significance of OA. And the techniques for software reuse have been discussed in detail. The design and implementation of the OAS has been introduced in component-oriented views. As for database, the Concept Data Modeling and the Physical Data Modeling and database generation by Power Designer, a database modeling tool, have been introduced.The development of reusable component is important in OAS' cycle. A component-oriented OAS have been build based on the Spring Framework, a lightweight implementation for J2EE. The Spring Framework serves as the component container, in which components can be developed, managed and run.The system is of great theoretical and practical implications. Such a system will satisfy the routine needs of handling daily procedures and rituals with greater efficiency for the government executives, effectively facilitate all kinds of jobs for government heads and chiefs of every department and division and promise between offices a real coordinated work flow. The OA system will make available swift work efficiency and an ultimate paperless-office process is thus carried forward in governments.The main creatives of this paper are as follow:1. Study the composition of components under the software architecture blueprints. It indicates that it enhances the stability of the OA system.2. Take the component-oriented software development approach as the methodology, and run it through the cycle of development. It indicates that it enhances the maintainability of the OA system.
