Nowadays, mobile phone has become an important part in the people's daily life. Formerly, SIM card was just responsible for the subscribers' authority. Then in GSM network, it prescribed that there must be only one application on the SIM card which was the GSM application. Throughout the function of STK, many supplementary services had been developed on that platform. But those supplementary serveices were adhesive to GSM application, the concept of multi-applications had not been implemented yet.As the 3G's coming, various services will come into use because of the high speed of the signal transportation. The 3GPP established UICC Specification for the multi-applications' platform. There can exsit many applications simultaneously on UICC platform, such as the banking and transportation application. Under this situation, Java card will take a great effect on the services' dynamic downloading. Java card will not only save the cost for the subscribers, but also bring the operaters and SPs in tremendous profits.In this case, I think it is very meaningful to build a Java card which abides by the UICC Specification. In the past two years, I started with the UICC and USIM Specifications and then developed a Java USIM card's file system through the cooperation with a domestic telecom company. Moreover, I designed many supplementary services on the USIM card, the applet described in chapter 6 is a good example.
