Along with the fast development of our education reform, the issue of how to improve the quality of education and how to cultivate the quality-oriented talents have arose the universal attention and discussion. As one of the most important means to ensure and enhance the improvement of the quality of our education, Teacher's Performance Evaluation System is being commonly accepted and applied.Maintaining and improving teaching quality is the major work of higher education . On the other hand, objective and effective evaluating methods or measures are the keys of ensuring and improving the teaching quality. The purpose of this article is to make some conclusion and summary of applied evaluation system based on the research on teaching quality evaluating theory. Next we established an index system and proposed a method to evaluate comparative efficiency of teaching activity. By using the original data of class-teaching we evaluate many teachers' comparative efficiency and analysis the final conclusion. It turns out that this method is effective. We also developed the DEA, class teaching quality evaluating system, as the useful software for application.
