The enterprise businesses require the flow process integrating manual and automatic tasks in heterogeneity environment by WFMS (WorkFlow Management System). Lots of resources, tools and personnel distributed at different location are involved the large-scale businesses, so WFMS must be able to distribute the tasks and schedules as a whole. If cooperating information between tasks act in heterogeneity environment , the modification of some task cannot influence on the whole business. It improves expandability and reliability of the WFMS.This paper introduces a new load-balancing method in the distributed WFMS, which resolves overload in single cite. This method has been compared with the Round-Robin Scheduling and the experiment result shows that the new methods designed can assure the load balance in multiengine more efficiently. On the basis of J2EE platform and relation database, we implement workflow engine that supports load-balance work. The experiment shows that the Load Index Scheduling we put forward is more suitable than Round-Robin Scheduling.The Round-Robin Scheduling can make sure same number of tasks for each engine. However, it can't make sure the load balancing for each engine, which usually happened in the long-time business process in particular. As scheduler leads load unbalance, the multiengine adjusts it among many engines based on appropriate model tactics and information in real time, which improve the efficiency of large scale distributed businesses. In addition, the Load Index Scheduling have simple realization, lessening the engine load as possible.
