The national agricultural subject information portal toolkit has chosen the SPT-CSDL which was developed and published by CAS (Chinese academy of sciences) as blueprint, and makes a whole new re-transformation from SPT1.4.0.which is open source and was developed by the university of Wisconsin-Madison as a portal toolkit. SPT-NAIS ( SPT for the national agricultural information system) is aimed to provide the Chinese agro-info institutes a technical solution, for helping them to develop, organize and navigate the information resources from the internet.The presentation covers the key technologies to develop the SPT-NAIS, including metadata, inter-operation, personalization and customization technologies, and gives mature technology cases for each element such as DC metadata, OAI protocol, and RSS. Referencing to the Information science, Library taxonomy, and other related subjects, the presentation raises the design disciplines for the SPT-NAIS, reveals its internal structure from multi-point and multi-level as well. After having done a detailed study to the life cycles, functions and scope for each page and class of SPT 1.4.0, the work began with one called "new interface adding", followed by the "Chinese localization", "language switching" and "search engine transformation". The presentation shows the details of these work, and with the UML state maps, activity maps and user case maps, it also introduces the principles of the key business logics.The paper ends with a discussion about the design and development of the SPT-NAIS. It points out that the system, especially the search engine should be strengthened for Chinese characters supporting, and the logics and the values of the button label was too highly coupled to separate the interface from the program. Finally, topics about multi-language cooperation, communities building and support for mobiles were mentioned as prospective.
