Recently, with the development of the video coding/decoding and after the GPRS system of China Mobile, the CDMA 1x system of China Unicom, and the WLAN wireless access system of China Telecommunication and CNC have opened one after another, a low rate wireless video monitor system making use of the rather wide bandwidth as the carrier to bring attention. There are much advantages between a contrast wireless video monitor system with traditional one, it can overcome the question such as geography site, wiring cost, long-distance monitor and etc. So it has been used popularly in fields of electric power, factory, water conservancy project, district monitor and etc.Video picture has a lot of information, and Wireless Telecommunication System have some drawbacks such as small bandwidth, bad performance in resisting the inference, the severe fade, and the high error rate, and so on. Therefore, how to transmit more and more information is our job. In this paper, we are taking used of the developing software, hardware and the technology of video compression to due to the above question, and achieving.In this paper, I, firstly, contrast the three wireless standards and study various video compression standards, and decide adopt the CDMA lx system of China Unicom and H.263+ standard in my system. Secondly, I compare several factors and methods which exist in video transmission, and put forward a structure of MiniRTP and MiniRTCP, and achieve a method to improve the quality of the image and control the frame rate. Through the experiment, the quality of the image was improved and the frame rate could be adjusted manually or automatically according to the demands. Thirdly, through gather dates of system, I analysis the reasons that diminish the system quality form space domain quality loss and time domain quality in theory. Finally, I study the advantages of 3G net, H.264 standard, new generation chip of Trimedia 1500,and I also summarize some ways to improve picture Qos, which settle basis for further study.
