In recent years, the technique of computer hardware and audio/video compression has increasingly been matured, with twopenny movement cost and the communications service of the high quality of the IP video technique. The new IP video conference system appears with lower code rate and more clear visual effect, and support many customers in the meantime. The video conference can provide faster and cheap communication means of the superior quality for people, which caused the new revolution in the communication realm.At present, it's the main work of the multimedia communication to empolder the effective video compression method, also the research hotspot for numerous research organizations andmanufacturer. As a new video compression standard, H.264 applies many mostly used technologies with the advantage of former video compresssion standard. It provides fairly good video quality while achieving better coding efficiency and more simple syntax expression, and it's the most efficient video compression standard at present.In this paper, for adapting high request of current communication network to video compression, we analysed and introduced the H.264 technique, and expanded the the application area of H.264 video compression method based on the research and exploiture. First, we reconstructed the standard code (JM8.2) JVT provided, and optimized the program and the memory structure of the decoder, adjusted function use form, realized the real-time decoding of video image on general PC. Second, we applied H.264 to the IP video conference, carried out an integrated video conference system.
