Making best use of the business offices nationwide of the state-owned commercial banks and the computer network, the middle and small commercial banks not only expand the financial service scope and customer service realm, but also strengthen the competitive ability of their own by acting for bank draft. Moreover, the state-owned commercial banks also expand the customer service realm and increase the intermediate business incomes owe to acting for the bank draft by the middle and small commercial banks.Currently, the state-owned commercial banks all have carried out to countersign the bank draft electronically on their own applied system, whereas the bank agencies still act for countersigning the bank draft manually, this kind of work mode may result in a lot of problems including the efficiency of business processing, the accuracy of accounts processing, the business management, and the precaution against financial risk. Especially in the precaution against financial risk, huge financial risk may be caused on condition that countersigning bank draft is not supervised and controlled carefully or in time. In order to raise the work efficiency, control the financial risk and enhance the business management, it is necessary to develop a set of system for the bank agency to carry out the bank draft electronically, and for the trusting bank and the bank agency to supervise the transaction in real time. Therefore, based on the extensive professional investigation and technology research, a computer management system on agency countersigning bank draft was designed in this dissertation to resolve the existent problems in the actual work.The paper introduced the purpose and meaning of the project first. Then, the computer management system was fully analyzed including the business requirement, the system constitution, the operating system, as well as the database and network link analysis.
