The development of this traffic signal controller took SMXHJ2000 and SMXHJ-3 operation handbook as reference. Because the traffic signal controller worked mostly at the mode of timing and multiple phases, time configuration was very important for the design of this system. Taking the phase schemes and transition schemes as basic scheme stocks, at the same time, adding daily setup, week setup and holiday setup were put forward in this paper, and they were the key to achieve the traffic signal controller function.The implement method of the traffic signal controller based on DSP was introduced in this paper, meanwhile, the design of hardware and software was given. First, the holistic design of this system was brought forward, divided the state of traffic signal controller into phase and transition; and then every function of PC software and module of traffic signal controller were introduced; at last, a configuration method by USB was put forward, which made the configuration more convenient.The phase schemes and transition schemes made the traffic signal controller more flexible on control mode, and made the traffic signal controller worked more steadily. Besides, many key problems were solved during the system debugging, such as stability of serial communication, the refresh speed of LCD screen, the mixed display of Chinese characters and character, the interface of DSP and DS12887 and so on.
