Because SVG not only has a bright future, but also will play an important role in the Web realm in the near future, a lot of researchers at home and abroad are studying SVG applications in different realms.It is a pity that the domestic and international available SVG producing tools can only create static SVG graphs and implement simple animation function; at the same time, SVG animation editor is the essential software that has a splendid application prospect. Considering that SVG will take a more and more important role, SVG graph editor belonging to our own nation should be developed. The paper was written for designing the interface, function and framework of SVG graph editor.From technical perspective, different from traditional graph methods, SVG graph is generated by codes, bridging between designing and programming, offering full supports to basic and advanced interactive events; in addition, SVG can connect codes and graph elements. If the concept, OOP, was introduced, users could use the entities and their inner method, therefore, the codes has a strong reusability ability. Java is a modern, distributed and cross-platform programming language, and has many complementary characteristics with XML (SVG). Therefore their combination will form a powerful platform of data sharing and processing. UML is a kind of OOP modeling language, not a kind of OOP modeling method.
