Intellectual property covers wide areas such as trademark, copyright, and patents. Besides, it also includes special symbols, plant breeders' rights, geographical indications(i.e. original geography), trade secrets, against unfair competition and layout-designs of integrated circuits.The introduction of new plant varieties protection system is not only an important step for a country to develop economy, but also an effective method to utilize plant genetic resources. At present, China's forestry is at a critical turning point, which is experiencing historic change that from mainly timber production period to ecological construction-based time.The great-leap-forward development of forestry urgently needs effective implementation of the protection of new varieties of plants, which encourages breeders to cultivate more and better plant new varieties in order to improve our country's ecological situation and satisfy people's living needs. In the completed Strategic Studies of China's sustainable development in forestry, the State Forestry Administration has emphasized the development of intellectual property in forestry as a strategic focus of forestry technology development. Besides, it has also identified the goal of the protection of new varieties of plants, one of which is to establish a forestry information network system of new plant varieties through the whole country, i.e. set up a database of both having known and new forestry species and build a network information system.Foundation of the data-base of the known varieties and its managing information system is the main technical support for the technical checkup of application of the plant new varieties right and granting plant new varieties right.
