With the widely commercial use of smart card, especially in wireless communication field, smart card plays a more important role in our life. Bisides, the outcome of Java Card technology has promoted the development of smart card to a new phase. With the advanced features of platform independency, multi-use and fast application development and downloading, Java Card technology has effectively decreased the cost and speeded up process of the application development. However, it still could not meet the user requirement in the flexibility of application update. Due to the progress of wireless communication technology, downloading the smart card application in the secured OTA (Over The Air) way has blazed a trail for this problem.This paper probes deeply into an implementation of an OTA scheme by SMS as well as the security communication mechanism between on-card and off-card entities over Java SIM card. In addition, it provides a complete on-card implementation solution for this OTA scheme. This solution has been completely implemented on a Java SIM card, which is consistent with Java Card Tech Specification 2.2.0, with 32bit CPU and has been proved its availability by practical test.The OTA scheme proposed by this paper is a new trial based on the second generation OTA scheme over SIM card. The purpose is to find out an appropriate universal way for Java Card applet downloading by short message.
