It is a tendency to support multi-service for future mobile telecommunication network. CDMA technique is adopted due to its flexibility in supporting multi-service. In CDMA telecommunication system, every new user is an interferer for the admitted ones, the more the new users are, or the boarder the band needed by data service is, the huger the interference is. The increasing interference will cause increasing loads, then aggravate the service's QoS, such as the raise of BER and delay, the drop of bandwidth utilization. An effective method to solve this problem is to control the number of the new users, that is what Call Admission Control (CAC for short) studies. There are two tasks in CAC: one is to ensure the QoS of the new user, the other one is to guarantee that the admitted user's QoS can not be affected or broken. So, in order to guarantee the QoS, we should reject some admission requests which would cause seriously aggravation for admitted users.
