With the development of network and multimedia technology, video conference has been one of the hot areas of research activities and it has been applied more and more in humans' communications. H.323 Protocol provides the architecture of video conference over packet-switched networks and defines function components of terminals and equipments that support multimedia communications over packet-switch networks, communication procedure and protocols to support audio, video and data communications. MCU acts as an administrator role in H.323 network, and manages all endpoints and control the whole process of the video conference.Even though a lot of work has been done to ensure point-to-point video conference, in large-scale video conference which involves tens or hundreds of endpoints, existed solutions don't seem to be satisfactory. In a large-scale video conference, different endpoint has different processing power and bandwidth, to make them join in same video conference and ensure every endpoint can use its resources efficiently is still a hard question to researchers. The author designs and implements the software of MCU and endpoint based on LAN, according to researching video conference system based on H.323 protocol to figure out the problems in current video conference system.At first, this paper introduces the development of video conference system, reviews the international standard in this field and the predominance of video conference system over the IP network.
