Modern education not only associates closely with computers, which forms a new subject——CAI (Computer Assisted Instruction), but also combines with Internet to develop distance education. As an important education resource, the study of the item bank system has already become a heated subject. At present, many schools and institutions have already established their item bank system, which based on their own characters. As a result, it is very difficult for the item bank with different format and scattered distribution to attain as sharing resources. The establishing of item bank inevitably involves the problem of paper generating, which is one of key aims of automation and half-automation operation in exam system, also is one of difficulties in practice to generating papers which satisfied user's different requirement with randomicity, scientifically and reasonably. At present, some algorithm is provided, but its efficiency is so low that it is very difficult to satisfy user's requirements. The thesis aims at the study of the above problems.In order to solve the problem of sharing item bank, at the foundation of studying QTI(question test interoperability) specification established by China ELearning Technology Standardization Committee(celtsc), XML description is adopted for general item and Office operation item. Owning to universality of XML description, XML engine is provided convert to XML for every different item bank system, sharing item bank can be realized. At the side of generating paper, on the foundation of studying mathematic model of generating paper, genetic algorithm is applied to generate paper. By studying tradition genetic algorithm generating paper, improved genetic algorithm that can improve generating paper's speed and convergence rapidly and satisfy users'needs is put forward. On the foundation of above studies, a general item bank system is designed and realized. It contains proposition module, generating paper module, examination module, reading paper module and managing score module. The system received good result in practice because of strong function and good stabilization.
