With the development of computer science, image compression becomes more and more important in the communication system and multimedia system . The development of modern science and technique has given more challenge to image compressing and transmitting, so science researchers have to seek for other new compression coding methods.The coding technology of fractal compression and wavelet transform are new image compression for the latest one decade. People pay more attention to the excellence of link of both technology. The article is deeply explore along the way, and did some researches .It includes four parts:1. The article reviewed the background, phylogeny and actuality of image compression, especially reviewed the phylogeny of fractal and wavelet transform image coding.2. The article introduced the math theory basic of fractal compression coding in particularly, and aim at vary characteristic objects given correspondly fractal compression method. According to the traditional fractal compression coding, given a new arithmetic based on quadtree structure.3. The article expounded the math theory and characteristic of wavelet transform at large, and given a decomposable and reconstructed method of wavelet.4. Based on multiresolution of wavelet transform datum and its some fractal characteristic of wavelet coefficient, combined with fractal coding method, given a new arithmetic of fractal image compression coding based on wavelet transform.At last, summarized the fractal and wavelet coding, and given a attitude and prospect of them.
