Since the technology of Web services appeared, it had been developed very rapidly. It is one of the most widely used techniques in the field of computer application now. With the development of mobile technology and wireless technology, constructing the dynamic environment that integrates Web services and monitors the execution progress becomes the research keystone of Web services. Nowadays the technology of Web services in the environment has two disadvantages: one is short of autonomy and adaptability; the other is humdrum cooperation mode and short of adaptability. Software Agent that belongs to artificial intelligence was born in 1970s. Its characteristic is intelligence, adaptability and stability. So the environment combined software Agent and Web services can resolve the problems above.This paper presents an approach for the construction of a software agent-based and Web service-oriented environment (JAWS). The design idea, the structure of the environment and its elements as well as the relationships of them are all discussed in detail. Finally, the execution flow of the environment is introduced .A software agent is an autonomous entity that acts on user's behalf. Users in collaboration with their agents compose Web services into high-level business processes denoted by composite services. The Web services retrieved by software agent not only satisfy the user's need, but also consider the attribute of Qos. Thus, the Web services have the best execution efficiency. Soft agents search relevant services, integrate them in to a composite service, trigger the services at the right time and in right order, and monitor the execution progress of the composite service for exception handling. Due to introducing software agent, JAWS takes on autonomy, intelligence and openness.
