As a result of the rapid development in communication network nowadays, the traditional cable network can't meet the special communication tasks of the crisis communication systems any longer, such as great agility, flexibility and anti-demolition ability. To break away from the bondage in time and space of the cable network is becoming human being's higher goal. Now, with the quickly evolution of wireless communication, this goal is becoming into realism step by step.From the mode of information transmission, the wireless communication can be classified as long wave, medium wave, shortwave, ultra short wave, and microwave. These wave bands have their own characteristics and orientations. They can be used in different situations to meet different vocations and tasks. In cities, near by roads and railroads, mobile communication network signal's coverage rate has almost reached 100%. It can completely realize any communication request of human being's daily life. But it can't be competent for crisis communication. Ultra short wave communication, combining with satellite communication, is capable to realize communication network's entirely connecting and buildup a communication network which is adapt for environment requirements quickly and flexibly. It can be widely used in crisis communication and bring out its strongpoint of agility, safety, real time etc.. Other communication systems haven't these the above strongpoint.The subject in this thesis comes from the researching of some special ultra short wave communication device transmission system. The subject researches for how to connect different kind of ultra wave communication devices using a universal platform to realize connection and communication. Communication Controller is an indispensable function module in this system. It acts as the soul part of the system. On the basis of others' research achievements, I participated in the R&D work on the ultra short wave communication device transmission system communication controller. Firstly, it introduces the research achievements in communication controller. Secondly, it discusses two methods of hand terminal: First one, based on ARM and C8051F020 singlechip;Second one, based on ARM and W77IE58P singlechip. Then it has compared the strongpoint and shortcoming of the two methodsand chosen the method basing on C8051F020 singlechip one finally. It gives out the main control PCB board photo of hand terminal. The thesis has introduced the chosen method's hardware design, network's organization protocol, design thinking and main control functions of the software. The details of the method to control the channel module and antenna combiner module in the mother system has concretely presented in the thesis. There is a communication controller extend control module in antenna combiner unite. The author has completed the design and realism work of the module, and gives out the design explains and electronic schematic.If unites with satellite communication, the ultra short wave communication device transmission system can get the function of long-distance signal relay and transmission .It becomes a possible option for accident affairs in quite large area. At last, the thesis has pointed out some deficiencies of this ultra short wave communication system communication controller and the ways to modify have been described also.
