A paramount concern for the survivability of combat aircraft is the defense of radar guided missile systems. It is an effective way for the defense of aircraft by using active radar decoys. Radar system is deceived by active radar decoy which simulate echoed signals of real targets. If the targets and active radar decoys are un-resolvable in amplitude, range, velocity, or angle, the response of radar becomes a complex function of echoed signals and jamming signals, and tracking error will be brought in.The statistic RCS models of complex targets are analyzed in detail initially. Then the jamming signal is modulated by digitally controlled attenuator, which can simulate the target's RCS fluctuate. The effectiveness of range gate pulling off deception jamming radar range tracking loop is studied. For radar velocity tracking loop, the relationship between some influencing factors is studied. Some simulations about missile attacking targets which are protected by decoys are made. The simulation results show that monopulse radar can be jammed by active radar decoys effectively. Furthermore, the evaluation of radar jamming effect is investigated. Jamming effect of gate pulling off deception is evaluated by utilizing the method of fuzzy synthetic evaluation. Base on analysis of decoy's characteristics, jamming equation and effective jamming area of active radar decoy are obtained. Then, the parameters of these decoys are estimated. Finally, the system scheme of active radar decoy is given.
