Since China has entered WTO, the management system of Chineseeconomy has to meet the international standards gradually. As an importantdepartment of Chinese economic management system, the taxation office hasto deal with tremendous pressure during this transition period, and has a lot ofchallenges to master the new taxation laws, new types of taxation andassociated with the rules etc. For the long time, the traditional on site internaltraining of taxation office of Hebei province has been proven that it is verycostly, ineffective and time consuming as well.With the development of Communication and Computer Technology, HebeiTaxation Office has recently established the Wide Area Network within theprovince. This kind of infrastructure has provided a solid foundation of the"Online Training and Testing System of Human Resource Management ofHebei Taxation Office"—the topic of this study.In this study, a new system for online training and testing system has beendesigned and implemented. The main features of the system include theonline training via the "Item Bank", online testing and other management tools,such as statistic function etc. Since the system has been implemented andvery positive feedback from the all related stakeholders.Technologies involved in this study are PowerBuilder, .Net Platform, UNIX,and Oracle. The B/S structure is used to online testing and training, whileC/S structure is used to backend management sub-systems such as systembackup, user management etc.
