With the development of Internet and mobile communication technology, WAP has already become the global main criterion for the mobile termination to visit wireless information service, and it is the technology foundation to realize the mobile data as well as the increment service. WAP helps the wireless users access to Internet through the mobile phone or other microbrowser, and provides the more convenient and rapid channel to acquire information.It requests extremely high efficiency of information for flood prevention decision-making. Comprehensive, timely and accurate information is the base of flood prevention decision-making. With the limitation of local environments, the flood prevention directors have difficulty in gaining the newest flood prevention information through Internet. As for the present flood prevention information system, staffs have to inquire and search the newest flood prevention information on their own initiative, which creates the delay between flood occurring and knowing. And what's more, sometimes the disaster has already occurred, but the staffs do not know. Combined with the characteristics and demands of flood prevention, this thesis designs and develops the wireless portal based on AAF for Shaanxi ministration of water resources, and provides the information mobile service and the initiative information "push" service, in order to solve the above problems.Firstly, this thesis introduces the concept, function, characteristic of wireless portal as well as its present research situation, lucubrates the essential techniques of wireless portal-WAP, WML, WAP Push and so on, analyzes the common enterprise level application framework and the development techniques-J2EE, MVC design pattern and AAF, andstudies the data integration in the wireless portal. Then, it analyses the application demands of the wireless portal for Shaanxi ministration of water resources, including function demands, system design principles and requests as well as system model. Based on the above demands, this thesis puts forward the system frame of the wireless portal, designs the software system structure, the function modules and the system jurisdiction management in detail. Finally, it adopts WAP, MVC design pattern and AAF to realize the wireless portal for Shaanxi ministration of water resources.This thesis designs and develops the wireless portal for Shaanxi ministration of water resources, which has simple operation, clear information expression and friendly user interface. This wireless portal has reasonable organization structure and comprehensive content, can effectively enhance the efficiency of flood prevention information and satisfy the needs the flood prevention service. Therefore, this wireless portal provides good reference for other industries to build up wireless portal, and it has good application prospect.
