With the rapid development of Internet in recent years people's life and work styles have been changing more and more. The application of network is rapidly expanding from data transfer to real-time multimedia, such as video and voice. Video is important aspect of multimedia. Because network is based on the technology of store-relay, and provides best-effort service, the video application that usually needs QoS guarantee requires more complex technology to ensure the video quality. Obviously, video communication is faced with not only a chance of great development but also a serious challenge of technology. So, it is a very important theoretical and practical value to apply and research the video communication based on network. In current schemes of video communication, the network-based and the end-based are two main means. Because the end-based scheme needs not to change the topology framework of network and require nothing to network equipment, it bears more valuable than the network-based one. Based on digital video compression and network protocols, this paper focuses on the end-based scheme to research two kinds of QoS control technology that applied in application layer: TFRC and FEC. TFRC can provide congestion control in video communication and ensure to fairly compete network resource with TCP. FEC can restore the lost packets to a certain extent. Combined the two technologies, a MPEG control tactic has been presented. The tactic adopts a TFRC model to provide congestion control and guarantee the bandwidth fair, and introduces an adaptive error erase coding to eliminate the impact due to the lost packet. The tactic has considered the effect of transmission and the balance of efficiency between flow limit and transmission expense after integrating the two technologies. It can be proved by emulator to be good performance and to have good QoS guarantee. The tactic is also introduced into a transmission scheme, which is depicted in detail. At the end of the paper, we make a summary of the video communication and transmission tactic, discuss the future job and look forward to the video application in the future.
