With the development of network communication technology, Web, as an important information media, more and more, becomes one of the most fundamental information sources. And Web resources, the largest information resource-library, increasingly turn into an indispensable part of our cultural heritage. However, the average life-span of Web resources is so ephemeral: the Web page is growing quickly with continuously disappearing at the same time. Therefore, how to collect and preserve the Web cultural heritage is a difficult challenge for us.Collecting and preserving the Web resource is gigantic system engineering, which involves a great deal of departments such as governments, educational organizations, technology and documentary institutions. There exist many challenges about culture, technology, funds, law and management systems, etc. At present, some developed countries have conducted fruitful attempts, but as a whole, they are still in experimental phase. China has initiated the study just now and still needs to study many subjects.So the dissertation begins with the introduction about Web and Web resources, and then emphases were given to the strategies of collecting and preserving Web resources. And the following concerns on cases study home and abroad. In the end, the author introduces some research trends in this field, and puts forward some preliminary consideration on "China's WebArchive", a program on preserving Chinese Web resources.
