With the development of computer technology, all kinds of data have been increasing at a surprising speed in enterprises and their departments. Diverse management information systems have been used to handle and store up these data, which are separated from each other with regard to the application of data and work respectively with different data base systems and application-development technology. These systems which are going their own way on the information construction come into a lonely "information island" because of different logic systems, various criteria on the construction of data base, and the lack of systematic program and connection. As a result, information can not be shared, the content of information is chaotic and the sources of information are inconsistent. It has become one of the hot issues that how to share data from all kinds of data sources and how to improve QoS of information on Internet with scarce resources through network. Web Service is a kind of new distributed arithmetic technology. It has unmatchable superiority to other technologies in crossing Internet, platform, etc, therefore providing strong support for the integration of distributed heterogeneous data information to cross Internet.This paper analyses the defects of existing application integration solutions and the new tendency of present Web technical development, and then researches into the theories and characteristics of Web Services technology. After probing into the plan of Web Services technology on application integration, this paper constructs a framework of integrating distributed heterogeneous data information which is evaluated and applied to a specific system development process successfully. In the process of study on the framework, the paper accomplishes a prototypesystem——"the United MIS Platform of the Universities" which includes its structure,information-handling process, identity certification, safety mechanism, and programming. The united MIS platform of the Universities will put all kinds of information on campus in one whole, which can set up a bridge between the management information systems on campus and join separate "information island" into an information platform for general use.The proposed solution observes the development criterion of the component-based software, applies Web Services to encapsulate the old applicationsystems, develops new systems based on Web Services, publishes and discovers service using UDDI and communicates between systems through SOAP. It accomplishes an application integration framework of loose coupling through such mechanisms as service definition, service advertising, service discovery, service binding and service invocation and so on. This solution has offered a new reference for solving the problems with existing application integration solutions.
