The network information system for monitoring the railway operation safety is an important technique to ensure the transportation safety. Among the different systems,the C/S mode, as an efficient, well developed and easily achieved technique, is widely adopted to achieve the real-time monitoring. However, along with the continuous wide-spread of the network scale, the maintenance of such system gradually emerges as an serious problem. Therefore the development of the real-time monitoring system with a B/S mode has attached great practical importance because of its great advantages on maintenance and upgrade.Considering the actual demand of the railway operation safety monitoring system, the paper has a deep study on the different key techniques for the B/S mode based real-time monitoring, including the component-framework based software reuse, the XML and XmlHttp, the ActiveX control, Web-DB accessing. In the case of railway freight measurement and its real-time monitoring system for operation safety, a B/S mode based solution is put forward to fulfill the concrete implementary techniques such as UML modeling, XML-based monitoring granular refresh of webpages, ActiveX based Web print, database accessing middleware based on ADO.NET. Such a solution will lay a theoretical and technical foundation for the transformation of railway operation safety monitoring system from the C/S mode to a B/S one.
