Telecommunication network management plays an important role in telecommunication industry, its main goal is to make full use of the telecom network resources, improve its quality and efficiency, and offer best service to customers. At present, many research organizations at home and abroad are paying much attention to this field. At the moment that the third generation mobile communication network is going to be commercially used in large scale, the research of network management will help to improve network quality and speed up the 3G development. This system is based on an enterprise project. After deep research into J2EE architecture and telecommunication management theory, and detailed investigation into other according systems, the system is realized by Element Management System (EMS) of TD-SCDMA Radio Network Project in Potevio Company.Telecommunication management network (TMN) provides an integrated solution to achieve the goal of telecommunication network management. It can be divided logically and vertically into four layers: network element management layer, network management layer, service management layer and business management layer, each pair of adjacent layers accord with Manager/Agent logical pattern. Each layer behaves as the manager of the lower and the agent of the above one. TMN can be also divided functionally and horizontally into: configuration management, performance management, fault management and security management, which are designated to manage physical or logical resources. SNMP, as one of the widest applied protocols, is mainly used to realize the communication between network elements and network element management layer.
