Nowadays the technology of Mobile Communications is developing and new technology, new equipments and new services constantly show up. National telecom market opens gradually and competition is more and more fierce. considering this circumstance, how to manage and maintain telecom network efficiently to decrease the managing cost, increase the efficiency of management, increase utility of network resources and offer new business ceaselessly to keep and increase the value of network and increase the ability of competition is a vital subject which telecom operators must face. Adopting the mode of centralized management, centralized client service and centralized settling accounts, Telecom Integrated Accounting System manages all the business(GSM,CDMA,CALL,BMAN,Internet,IP,193, local call, digital Business) which China United Telecommunications Corporation Jinlin Branch have offered and will offer comprehensively. Telecom Integrated Accounting System provides a high performance, integrating multi-business all-around client service accounting system platform ,which will help all the departments to provide service with high effective and high quality in business running so as to ensure the maximum profit in the fierce competition conditions. Therefore, the design and realization of Telecom Integrated Accounting System is extraordinarily valuable in use. The system introduced in this article is based on the existent and adult technology. On the basis of the TCP/IP, using PRO*C and PowerBuilder6.0, we have developed a completely Paperless, secure, credible, high effective Telecom Integrated Accounting System. This system can manage clients'information and clients'consumption information uniformly. Provided with digital platform that support Integrated Accounting settling and gigantic clients', It can support GSM,193,165,IP,Client Service, Call, Digital Business and other new business. The system is divided into three parts: Account Settling, Client Service and Interface Management. Compared to traditional management system, Its new characters are described as follows: (1) ,According to the requirement of multi-business but integrated-management, the logic frame of the software system is designed. Based on the clients'information and consumption information's data model, a uniform clients's relationship managing database is founded and shared in Sub Systems such as Client Service, Settling Account, Data Warehouse and so on. The system will offer the function of clients'data maintaining, multi-subsystem integration and consistency. (2),Integrated Accounting System can satisfy the requirement of "one desk clear"and "one bill clear". After the construction of the system's application software frame, it can provide an uniform interface ,realize the integration of client center and terminal application ,and support multi-business "one desk clear", merging , accounting and "one bill clear"; (3),Provide flexible customization. It can provide multi-discount management, support all kinds of prepayment and discount in realtime.Prepayment-card system is suggested as a new way to pay the bill. Our Integrated Accounting System has been tested for 12 months in the mobile Communication networks, including local network of Mobile Company,subnet of subsystem,and worldwide-web in public, no vital error is found and stabilization ensured. Subject of the project is accomplished according to the planning, new functions and further perfection of system will be added during update to meet the changing requirement of telecom busyness and society.
