Workflow technology is always a hotspot in the area of computerresearched application. It is very important to study the technology indepth,since it can significantly improve the information standard and operationefficiency of enterprise, hence make them more competitive. Workflowtechnique contains workflow meta model and workflow managing system.Workflow meta model has definition of elements used to build model for aprocess and the relations of the elements. The model for a process which is builtusing workflow meta model is called a workflow model. Workflow ManagementSystem (WfMS) is a software system, which implements the definition, creation,management and execution of workflow using workflow managing technique. Itis an automatic implementation environment for workflow model, and it is aprocess managing system using workflow model. WfMS provides assistantsupports for workflow routines, exchanges related information automatically, soit accelerates the processing speed of the electric documents related to affairs,and improves work efficiency.BPR(Business Process reengineering) theory and technology were proposedin the 90's of last century. The goal of BPR is to improve the T(Time), Q(Quality)and C(Cost) in the product's full lifecycle by construct efficient and optimizedbusiness process. The traditional BPR put its emphasis on "fundamentalre-thinking and radically reengineering the enterprise business process",butneglect the continuous improvement, which make a lot of BPR projects result infailure. It is impossible for realizing dynamical changes in runtime, which torespond to the changes from the enterprise goal, customs' requirement and themarket environment, for the reengineering is relatively static. So, it is verydifficult to achieve the real optimization for business process.Combining the traditional BPR theory, this dissertation proposes dynamicalBPR model supported by adaptive WfMS(Workflow Management System).Dynamical BPR can overcome the traditional BPR's deficiencies which broughtfrom the separating process planning and implementation. Supported by theadaptive WfMS, dynamical BPR can reengineer and optimize the business processdynamically and incrementally in both the planning stage and implementationstage. Compared with the traditional BPR, the risk of the dynamical BPR is muchless. The adaptive WfMS not only supports the adjusting the business processdynamically but also manages the enterprise resources and supports carrying outthe enterprise management and business strategies. WfMS also make theintegrated enterprise model be really enacted.The mostly content of this article is about the workflow's development andapplication system based upon the idea of dynamical BPR model. This systemwas designed based on practical work flow of one planning institute in Jilinprovince. Aiming at this institute's current situation that each stage of theproduction process of each department is relatively independent, which lead tobad cooperation, low efficiency and more appearance of mistakes, we carriedout the software system by used the workflow management technology,thus,management cost is reduced and.work efficiency is raisedComparing with other industries, planning institutes' work mode and workflow have their own characteristics. Most of their product is blueprint and allwork is surrounding the production and management of blueprint, and usually inorder to improve the designing efficiency, different departments designsdifferent parts of a certain building, thus result in conflicts among parts such asdoors, windows and pipes etc.. With the high-speed developing of compute andnetwork technique, using the thought of CSCW and BPR as well as thetechnique of workflow management for reference, we built this business flowsystem to avoid these conflicts, and also to obtain efficient communicationamong designers in work flow.When instate receives a new project, work flow will be outspreaded likethis: first of all, carry on the possibility research;then sign oral or formalcontract with clients and also create project;make all level plan based on projectand correlative subprojects, and arrange staffs of each department to join thedesign;and then the process of blueprint design according to the task points inplan;finally is the pigeonholing of blueprint.About this system, the database architecture is base on Oracle , mainmodule is built by C++ Builder, and finally uses middle-wares such as BDE orADO to connect each other. The characteristics are: friendly interface for user,strong reliability, remarkable compatibility, and good expansibility.
