With the development of Network Technology and the quick popularization of internet, website has become an important internal and external information platform for a university. There are not only portal websites in these institutions but also secondary websites in departments and colleges.The basic functions of most secondary website are similar, but their styles are diverse since the websites are built independently. The unshared information and separate service between these secondary website result in a waste of resource and insecurity of website.Through comparison and analysis of the existing secondary website, it is found that their background function and performance form are very similar, which basically includes:administrator log in, customer management, authorization configuration, items set, information issuance and modification, friendly link management, function module. As a result of research, that exploiting a set of the instant realization system suitable for secondary website for institutions of higher learning is of great practical worth.According to the needs of secondary website for a university, the property of secondary website is discussed in this paper. The secondary website system is developed based on ASP.NET and a comparatively sound system design plan is summarized. Based on the system function needs and customer needs, the website instant realization system, in which the three-layer frame, basic thoughts of module design are adopted, a highly efficient, maintainable, reusable flexible and website instant system is developed which is suitable for a university.
