With the fast development of the net business of Zhejiang Province,the network is larger and larger in capacity, and the newly-increasedfacilities emerges in an endless stream, however, there is a relativeindependence between every professional facility, and unclearness of thedistribution of all kinds of resources. The project materials do not turninto maintenance materials in time, and the resource materials are storedin dispersive ways and are managed by artificial work. The management ofnetwork after its establishment is relatively lagged and becomes the bigobstacle of the development of telecommunication service. The existenceof the above problems not only produces more difficulties in its maintenancebut also lacks the resource-sharing channels and means which cause a wasteof resources and make the cost remain high as well as produce the resourceinconsistency. It dependents too much on the personnel and lacks effectivemethods and means of obtaining resource data quickly that it is unable tomeet the demands of multiple levels at all. Therefore, it is necessary toconstruct the administrative system of network resources, which is planedand designed according to the principle of "comprehensive planning, stageadvancing, overall arrangement, implementing step by step" proposed byChina Netcom Group. Based on the thought of "provide service for managementand offer basis for business decision", the implementation of the projectshows the significance of resource management in the business such asresource building, maintenance, assets statistics, operation decision etc.and gives play to its greatest benefit.The application program of Desktop/Server system structure adoptsWebStart technology;C/S customer end uses ArcGIS Engine, which can developthe independent application program and carry on the map making accordingto the needs of users, as well as the functions that are needed in thebusiness of inquiring and analyzing etc.;B/S uses ArcIMS, through whichthe organization of multi-users in internal and external network may carryon the operations like data obtaining and browsing: The data store adoptsoracle database which supports the distributed database and distributedprocessing thus can raise the data processing and the visit performancegreatly .The system has the following four functions:System operation and management: it refers to the management of thesoftware of the system itself, which mainly includes: safety management,daily record management, system data back up and its resume, systemconfiguration management, system software management, and system aidmanagement, and so on.The resource data management of the basic network: it includes the inputof resource targets, the editor of resource targets, the revise of resourcetargets, the delete of resource targets and the legitimacy tests of everyoperation described above.The resource management of the network: it includes resource roommanagement, resource management of the equipments in the computer lab,circuit supporting network resource management, circuit network resourcemanagement, and transmission network resource management.Inquiring statistical management: it inquires and reveals the networkresource;it analyzes and counts the utilizing situation of the netresources as the basis of network adjustment and the decisions accordingto the set rule. The function of inquiring and statistics of the systemis a relatively independent module that does not influence the systematicnormal running. For the inquires and statistics of pipeline networkresources, the system has the complete functions such as inquiry, editing,counting, marking, making a position, pre-warning, form/chart outputtingfunctions and so on.The operation revealing interface of the system finisheshuman-computer interaction and responds to the order that the operator sentout;The orders of the operator, with the interaction of data base and theprocessing modules, finish corresponding processes according to differentorders and present the processing results to the users through the interfacemodule;When the data would be put into the database by the operator, thefile from the server would be read by the module of preconditioning at first,and through simple treatment and filtration, the data will be stored inthe database. The core network of the system uses the DCN network of thecompany, its server is managed in unison in the provincial company, theapparatus part is visited through connecting with J2EE server, andconnected with ORACLE database after transformation;B/S is joined withthe application program server. For browsing, it would be directlyconnected with the browser server of the provincial company, and can beinteracted with ArcGIS SDE server through ArcIMS server if it is involvedin circuits. Finally, the article mainly introduces the design of thepipeline resource management subsystem and its realization from two aspectsof C/S and B/S. The part of C/S is mainly made up of three major modules:the input inquiry and revision of information;public statistics items;and the resource pre-warning;the B/S part can be mainly divided into fivemajor modules, including user's management, daily record function,information inquiry, public statistics and resource pre-warning.The goal of the project has already been finished according to theplanning. The whole system has been put into large scale of applicationin the Netcom communication network and in good and reliable running sofar. The system needs to be improved and added with new functions becauseof the social needs and the constant changes in the business oftelecommunication department.
