Along with the developing of microelectronics technology, there are more and more new radar systems with better anti-jamming performance, expanding frequency range and more complex modulation characteristic, which can work more and more far. All challenge the electronic reconnaissance technology.The emitter radar signal received by electronic intelligence system (ELINT) receivers is the function of time, relative space position, various complex modulation and the atmospheric propagation effect , etc. Based on the three-dimensional coordinate conversion system on the elliptical earth reference model, a locating scheme was proposed depending on the airborne receiver data of a ground object with the direction angle of the object relative to the receiver and the distance between the receiver and the object, while the azimuth and elevation angle measurements relative to the receiver were not used. After studying the effects of errors of the scheme and the measuring data on the precision of position, the scheme was proved to be feasible by simulation.Based on the research of atmospheric propagation effect - atmospheric refraction effect, the results on the distance and elevation angle errors along with atmospheric refraction condition was drawn for the request of higher accurate data. So the passive localization methods no longer limit to the Equivalent Earth Radius Law. At the same time, the signal propagation characteristic was given on the anomalous atmospheric wave guide propagation condition.Finally after the study on the emitter signal detection and feature extraction technology, the system model on complex emitter reconnaissance and processing technology was given. It mainly consists of pulses accumulation technology, spectrum correlation technology, time-frequency analysis technology and measurements error processing technology on signal propagation. The signal feature in the strong noise environment can be extracted more precisely. So the research of complex emitter signal reconnaissance processing technology becomes more systematic and integrated.
