As the quick development of computer network technologies and the digital technologies, Web-based education has entered a stage of digital, intellectualized, and customized development, the new commutation technologies provide more approaches for transmitting the latest education information and knowledge, and great break through has been made in construction of Web-based education resource. In recent years, people's demands on multiple media information are continuously increasing, and people are not just only satisfied with browsing text files, downloading, and so on, they need the video and audio information resource which can interact simultaneously. Therefore, the streaming media technology of "synchronously download and play" emerged as the times require, and has developed quickly. The application of the streaming media technology in multi-media data processing has brought important changes to construction mode of Web-based education resource. The streaming media technology has solved the problem of transmitting multi-media files, mostly video and audio files, in media or low bandwidth networks, practically enabling learners to make more complicated selection regarding the level of complexity, time and place of study, to have teachers cooperate and interact with students online, and realize the actual digital management of the video and audio control. By doing this, the learners can be activated, and the controllability of video and audio resource can be greatly strengthened, which will better satisfy the students' requirements for the study. The high bandwidth required by live streaming video greatly limits number of clients that connect to media server .This paper designs an efficient solution based on peer-to-peer technique. This paper describes the architecture of the system that consists of three layers: network abstract layer, stream control layer and media player layer .In network abstract layer, this paper proposes a new algorithm, called TREE. The purpose of this essay is devoted to doing researches on the framework and development of education system platform based on peer-to-peer and streaming media technology for Web-based education system, aiming at providing a Web-based education circumstance for learners.This essay elaborates on the status quo of the peer-to-peer technology include its definition, classification, arithmetic of searching and the internet applications. And thenintroduces the definition of streaming media technology, the operational principle of stream transmission, and the characteristics and advantages of streaming media. Through the analysis of the purposes of f functions, framework and key technology, the author designs a resolution of education system based on peer-to-peer and streaming media, and expatiate the system's significance and foreground.
