The paper provides a technique which is used for research and design PoC service based on IMS domain of 3G mobile network. By pre-study, feasibility analyse, design, coding and testing, a point to a point or a point to points voice communication is relized. Semiduplex communication mode is accepted. When caller press a key, he can initiate communicate with one or some callees. Callee need not dial numbers and pack up phone. Voice communication is connected at once. Talk group is soon set up. By obligating bandwidth, PoC Service's quality is guaranteed.This paper mainly illuminates a method which is used to research and design a group and floor control module to manage PoC Service's group and floor. By group's attribute, manage group and member in group session. Informatiom to Control media flow is transferred to User plane process module. Distributes and decides PoC Service's Floor. By independent process, message driven mechanism, state machine covertion and maintanting precess data area, group and floor module is implemented.
