As the development of computer technique, IC technique, communicationtechnique and network technique, multimedia technique is playing a moreand more important role in the fields of office and entertainment. Beingthe most important part and most difficult field, video technique iswidely applied to digital TV, network TV, mobile video on 3G, videosupervisor, long-distance education and videoconference in these years.And there are more and more demands on video technique.The goal of video compression is to achieve less space for store andhigher speed for transport. As the demand being changed in the past fewyears, people concern more about real time transport and playing than thestore. In the ascendant fields such as network TV and long-distanceeducation, a convenient and stable decoder run on a personal computer isthe key point for the high quality video playing.The main task of this paper is to design and optimize the decoder ofH.264, the newest video compression standard, based on Pentium 4 CPU,which is the most popular CPU on personal computers. The whole projectis divided into the following parts: to be familiar with H.264, be familiarwith the characteristic of Pentium4 CPU and its multimedia instructions,make the structure of the software, write C code, optimize C code and dofurther optimization with multimedia instructions. The code is strictlytested according to the methods of software engineering standard.The decoder finished in this project achieved a satisfied result. Thepictures of 704×476 can be nearly real time(20-25 frames per second)decoded, and the pictures of 352×288 can be decoded at a very high speedof 100-120 frames per second. This decoder can fulfill most of the demandsfor real time videoing application on personal computers.
