Vehicle Monitor and Dispatching System integrate Global Positioning techniques, Geography information techniques, current communication techniques into high-tech system, which can realize all-weather fixed position of satellites, electronic map to show and vehicle real-time monitoring and so on. The systemic structure and systemic function of Vehicle Monitor and Dispatching System are seriously considered in this paper, and the related key technology of this system such as GPS, wireless communication technology and the feasibility of the software system of Vehicle Monitor and Dispatching System are also analyzed. The major works of this paper is as following:1. A project that integrates GSM, GIS and GPS technologies is derived for mobile monitoring, and its availability and advantages are discussed.2. The method of filtering GPS signal and transformation of WGS84 coordinate system to 1954-BeiJing Gauss grid coordinate are discussed.3. The SMS of GSM system is used in this paper to transmit position data and control information.4. The Kalman filter combined with MM algorithm in this paper is used to solve the phenomenon of GPS signal loss, and the sequentially monitoring of vehicles terminal is realized.5. The problem of path optimization in vehicle dispatching is solved by combining Dijkstra algorithm and TSP algorithm.6. The database of Vehicle Monitor and Dispatching System including electronic map information, vehicle information, real-time monitoring information, vehicle dispatching information, vehicle's history trace information and operator's information is designed in this paper.With the actual situation, the software structure of Vehicle Monitor and Dispatching System and the implement method of every model are given in this paper.
