Computer network and information processing technology are booming fastly, and the reformation they arosed is changing the world profoundingly. Journalism played a leading role in the informationization. Some newspaper offices have built their Web sites and rendered some new services such as news browing and electronic newspapers. They are also trying to build some integerated platforms based on content management system to support the automatic data processing procedure made up of collecting, editing, storing, transforming and issuing information, and obviously, the platforms will exceedingly enhance the utilities of the news and information.But the electronic newspaper and datamation are only on their beginning stage. The ordinary newspaper is still popular and remains the main task of journalism. So there is an unsurpassable stage for the journalism to transform from the conventional media to the newly electronic media. In this stage, we should make use of advanced information technologies to build some systems working in a new model in stead of the old one. The system must support collecting contributions in the network, editing them online and typesetting them on the fly, so we don't need paper any more. In this paper, we represented the analyzing, designing and complementing process of a B/S structure based online contributions collecting and editing system. By combining the Role-based Access Control Policy with the Task-based Work Flow, we built up a work flow engine based on T-RBAC to implement the functions of collecting, editing and typesetting works. The system works well and proved to be useful in practice.Furthermore, the system can be connected into an integrated news processing platform as a data collecting and preprocessing frontend. Thus, we can largely shorten the circular period of contributions and enhance work efficiency by deploying a network-based, datamation environment.
