The Research On The Alarm System Of Photographing And Network-Comparing Mortor-Vehicle-License-Plate

With the rapid development of the domestic economy,the number of motor vehicles and drivers become much increased, which increase the number of traffic accident and criminality. How to catch the criminal vehicles and redress the accidents is an important problem to be solved by the Department of Public Security. So the intelligent electronic alarming system becomes more and more popular in the traffic management.Usual intelligent electronic alarming system has the shortcomings of no formed-networking dispatched, no uniformed vehicle blacklist database, non-uniformed monitoring system of technical standards and so on. Based on the analysis which demonstrating the current Department of Public Security demands for intelligent electronic alarming system requirements. In this paper, on one hand, we propose of the vehicle images, license tag detection speed detection, wireless network transmission, the vehicle information storage and comparison, functions such as automatic alarm system plan. On the other hand, we put forward the video capture and image processing programs, particularly in access to image message how to detect the speed and detection of license plates. What's more, we proposed license tag detection algorithm based on video images and speed detection algorithm through the license plate area location, license plate character segmentation, character recognition as well as CDMA-based information transmission program, and design the network transmission protocol and transmission of data packets format. Moreover,take into account the transmission of the security problems we propose the use of virtual private network transfer program.The actual operation of the system is to achieve a timely investigation to intercept the vehicle, and correct violations, fast combat related vehicle cases with good results.
