There are abundant offshore petroleum and nature gas resources in the continental shelf along the China's coast. Exploration and exploitation of the resources is of great significance to the national economy and security. The technology of marine seismic prospecting is a principal technique for exploration of offshore petroleum and nature gas resource. It can improve the precision of prospecting, thus reduce the number of prospecting by controlling the position of marine seismic streamers. Up till now, China has not marine seismic prospecting system which is self-designed or self-produced. Therefore, it is dependent on importation. The state"863"high-tech plan has established a number of research projects on marine seismic prospecting technology. The topic of this paper comes from the state"863"project of"a new marine seismic cable manipulation and positioning systems", which aims at design and study a new controller of marine seismic streamers.Base on the advanced controllers, the general design is proposed. The mechanical structure of the controller is supplied, including the main body, the instrument compartment, the actuator and the wings. The instruments of the controller are designed and selected, including the drive unit, the vertical measure unit, the horizontal measure unit, the communication and control unit, and the power unit. Especially, a new pressure sensor is designed which is on the base of the technique of silicon on sapphire (SOS) to measure the vertical position. Also, a new hydro-acoustic system is conceived to measure the horizontal position, although its sample has not been achieved. The test data of the controller is presented, including the wing test, the pressure sensor test, the breaking down and seal test, and the frictional resistance moment test. The simulation data for making sure the effect of the controller is also presented.A conclusion is drawn that the designed controller is of conformance to the requirement, and effective on controlling the position of the marine seismic streamers.
