The Research Of The Framework Of Government Portal Websites Based On Large-scaled Data Centralization

The government portal website plays a very important role in the construction of E-Government. The government portal website is based on the information development of each government's departments, aiming to build an integrated, service-oriented and inter-departmental operational system. This system can help citizens, enterprises and officials quickly and easily access related departmental services, organize contents, publish and receive information, which makes right people get individualized service at right time. Based on a United Nations'development report of global e-government, it has become a trend of E-Government to improve capacities of public services and intergrate governmental resources. The United Kingdom's government has conducted a"slimming"movement in resource integrating, and closed more than 90 percent governmental website, from 951 to 26. Most governmental information and service are provided by portal websites. Based on 2008 statistical report of Chinese Internet development (CNNIC), the number of native GOV.CN domain names has reached 45, 555. There is a overexpansion in native governmental websites. From the management level, governmental websites are subjected to different departments, which lack a unified management system and criterion. A lot of websites lack maintenance fund, need improving in operational techniques, and cannot provide 7X24 service. From the technical level, there are different technical standards, operation systems, databases and WEB development tools which impose a big challenge on data centralism. From the effect of application, government affairs are not open enough. Online contents are not adequate. The updating is too slow. The functions are not powerful, and they cannot provide a"One Stop"service. So it is very urgent to integrate varied resources. An agreement among officials and experts is that a government of one level should have only one portal website, and use methods employed in banking to centralize data. But this demands more research on theory and implementation.This paper starts on actual requirements and practices in work, analyzes the trend of portal web technique and features of data centralism, outlines portal website's architecture and key points through case study of province government portal website, presents a technical method of data centralization based government portal website architecture and resource integration, and studies its implementation in province government portal website.
