Many people complain about the current medical system, for example,the medical treatment is too difficult and expensive. It has become a socialproblem that has attracted the attention of our government, and manymedical reforms have been made to solve these problems. There are manyreasons lead to the disadvantages of current medical system, one of whichis the inefficient patient referral exchange between two hospitals. Toaddress the medical referral problem when the original data cannot easilyaccess by the new hospital, in this paper we establish a hospital electronicmedical records exchange system between the hospitals. In the paper, anelectronic data exchanging system based on communicating standard"Health Level Seven(HL7)"for JinHua GuangFu hospital is constructed tospeed up the development and innovation of heath system. It gives asolution to the problem of data exchange among hospitals. This researchaims to solve the difficulties of exchanging patient referral dataelectronically. The developed"Health Level Seven"based patient referraldata system can combine related tasks of patient referral informationexchange together, and we take advantage of the mapping methodprovided by HL7 version 2.4 and encode the data into HL7/XML message.Correspondingly the automatic patient referral data exchange can be implemented. In addition, the implementation of HL7 Multi-Agentprovides an expandable character for system. The application result of thesystem shows that the system can solve the difficulty of patient referraldata exchange among hospitals, and make the information exchange andpatient diagnose convenient.
