Freeway's reconstruction and extension has become a hot phenomenon which need occupy some lane.Its capacity of original freeway has a sharp decline in a short time,and inevitably lead to highway traffic divert to the surrounding roads.Transfer traffic flow is a major component of traffic organizations.Combined with characteristic of freeway reconstruction, analyze its road Network, road resistance function and OD matrix and provide a new idea for transfer traffic flow.Based on the freeway reconstruction, the network of project influencing area was created, two kinds of road resistance was divided, including freeway reconstruction resistance which was decided by BPR function and road resistance of project influence area which was decided by BPR function and preload volume. Based on main line toll-stations OD matrix, deal with analysis, project toll-station OD matrix was proposed. Using UE traffic distribution method, applying macro planning software—TransCAD, according to road resistance, the proposed project toll-station OD matrix traffic were transferred to the other road, taking the example of XiBao freeway reconstruction, transfer traffic and traffic ratio were analyzed. Research result shows that a new method for transfer traffic forecast was provided, it considered the influence between proposed project and project influence area.Finally, taking Xi'an and Baoji freeway reconstruction as example, make use of the method to analyze transfer traffic and the ratio during various stages of reconstruction.
