Undoubtedly, the idea and technology will lead us to a new era -- rich Internet era.This paper,with the management system on line for the volunteer league of Su Zhou as the center, begin with the perspective of software engineering, to its social, economic and technical realizability classy aspects of feasibility analysis, system is determined by the significance of developing, value and feasibility. this project was developed with FLEX + PHP based.The system based on above, we further to explore Cloud Computing and different effect from RIA. In the process,we analyzed the development of the new mode of RIA program and studied its common development framework.
