Traditional ways of the fixed-location networked OA are not meeting the need of the development of our society. To solve this, a new paradigm based on wireless technologies has been developed, extending the limitations of the old ones; It allows the users to work virtually everywhere, as if they were working locally. The new paradigm is more flexible and efficient.China has seen the prevalence of the 3G. The desktop based OA systems are migrating to the intelligent devices. OA systems running on 3G are a great supplement to other wireless OA paradigms, and bring new challenges as well.1,In this thesis, the state of the art of the OA is reviewed firstly. A lightweight OA system developed for a school of communication and art is examined. The system was developed to improve the workflow of administrations, the productivity of faculties, and to lead the school affairs to a virtuous cycle.2,Analysis of the OA system was performed, with the limitations of existing systems being spotted. The architecture and the composition of the system were established, including the terminal mobile device, the mobile communication network, the OA system and the database system.3,We've consulted the target users:the administrations and the teachers to get an explicit requirement.4,The system embodied the popular B/S architecture and was developed with the Ruby on Rails web development framework and the SQLite database. The system exemplifies a new model of mobile OA. The system has an explicit architecture and is easy to maintain, update and expand, and may adapt to the future need of the school.The mobile OA is an obvious trend of the field of the OA. This thesis is an attempt at the field and is intended to be helpful for furtherer researches.
