With the modernization of the city’s economic development, the necessity of building aharmonious society growing more increasingly demand for video surveillance. Exponentiallyenhance the definition of the video cameras and other video capture devices. The monitoring largeis increasing year by year. And the demand of computing is increasing, however, the developmentof cloud computing gives a new way to video monitoring system. Therefore, the direction of thisresearch is to present a large-scale high-definition video surveillance system based on cloudcomputing.According to the cloud computing technology introduction and demand analysis of the videomonitoring system, this paper presents a new architecture of video monitoring system based oncloud. And then it gives deep analysis and design to the system. Finally it completes the securitysystem design and the system test, and also gives a conclusion.For the original video data is too large, maybe the bandwidth is not sufficient to transfer ordecoding capabilities of mobile terminal is not enough, this paper presents a new method to solvethe problem. Divide the transcoding task decomposition, which uses large CPU and memoryresource, to the server in the cloud via Distributed scheduling. Then, by the cloud transcodingtechnologe, the system can change the video encoding format, resolution, bit rate and otherparameters in real time codec conversion eventually according to the actual situation. At last, theoutput video will match the bandwidth and mobile terminal. It can solve the problem that couldn’tbe down in traditional way.
